For NC septage management firms

The NC septage pumping log, minus the clipboard.

North Carolina asks every septage management firm to log each pumping event and show the log at truck inspection. Outfall builds that log from your jobs, with the six columns on DEQ's sample form, plus the numbers for your January renewal.

$19.99/mo. All in. Unlimited trucks. No Bull 💩 Unlimited users too, one price per company.

Plain talk first: Outfall is not approved, endorsed or certified by NC DEQ. This page sums up public rules, last verified October 22, 2026, with links to the sources. Your firm is responsible for its records, so check the current rules with DEQ's Solid Waste Section.

What North Carolina requires you to log

Under 15A NCAC 13B .0836, a septage management firm keeps a record of every pumping event: the date, the type of septage, the quantity, the location (the street address for a tank, or the route for portable toilets), and where it was discharged. Those records have to be available to DEQ at the truck inspection or on request.

That covers septic pumpers, portable toilet firms and grease trap pumpers ("grease septage"), according to DEQ's new operator page.

The six columns on DEQ's sample log

DEQ publishes a sample pumper log form with six columns. Outfall's septage pumping log uses the same six:

  1. Date pumped
  2. Type (domestic septage, grease trap waste, and so on)
  3. Gallons
  4. Location
  5. Date discharged
  6. Where discharged (land site permit number, WWTP, or storage facility permit number)

DEQ is clear that you don't have to use its form: "You are not required to use this form. It is only an example." We found no rule that requires the log to be on paper. Still, confirm with DEQ before you leave the clipboard at home.

How Outfall fills the log

Turn on the NC DEQ septage firm preset and every completed job becomes a row. The driver already records gallons, the waste type and the disposal site at the truck. The location comes from the customer's site. Required fields block a job from being completed, so the log doesn't end up with holes in it.

Pick any date range and export the log as a PDF or CSV. Show it on the phone at inspection, print it, or email it to the office.

The January 1 renewal, without the dig

The annual permit application is due January 1. Under 15A NCAC 13B .0834 it asks for the types of septage handled and the quantity pumped in the previous 12 months, your trucks and their capacities, counties served, and disposal sites.

Outfall's annual permit renewal summary pulls those numbers for the period you choose: gallons by type, trucks with capacity, plate and serial number, counties served, disposal sites with permit numbers and authorization end dates, and training hours you've logged.

What it doesn't cover

  • It doesn't file anything with DEQ for you. You submit the application.
  • Land application records under federal 40 CFR 503.17 (site, acres, application rate, nitrogen and a signed certification, kept five years) come from the separate federal EPA Part 503 preset. Turn it on too if you land apply.
  • Truck lettering, inspections and the yearly training hours are on you. The app can only record the training hours you enter.

Grease traps and city rules

Grease pump-outs land in the same state log. On top of that, cities like Charlotte, Greensboro, Winston-Salem, Durham and Cary have their own grease trap rules. Outfall has presets for those, plus High Point, and a grease trap service records report for each site.

Not in North Carolina?

North Carolina is one of 50. Outfall has federal and all 50 state rule presets (DC too), plus city grease rules from Houston to Boston, or you can set your own. See septage rules for all 50 states. If your state or city rules look off, tell us in the app and we'll fix them or build custom rules for you.

NC log questions, straight from the tank.

Does NC DEQ accept an electronic pumping log?

DEQ's sample form says it's only an example and you're not required to use it, and we found no rule requiring paper. We haven't received a written answer from DEQ, so confirm with DEQ's Solid Waste Section for your firm.

Do portable toilet pumpers log every unit?

DEQ's form notes portable toilet pumpers may log daily totals, with the route as the location. Check the current form instructions.

Is Outfall approved by NC DEQ?

No. It builds a log with the same six columns as DEQ's sample form. Your firm is responsible for its records.
